Horse by-law 'practically impossible' to enforce

THE MANNER in which some owners of horses look after their animals amounts to anti-social behaviour, according to councillor Paddy Kavanagh. The Enniscorthy man complained to Wexford County Council's meeting last week about horses being kept in housing estates. He said they were being allowed out at weekends to graze public areas in the estates.
He was not impressed either that they were being driven on the road, causing traffic problems. He felt it was inappropriate that they were being kept in back gardens. He wanted action on a by-law to restrict such practices, applied to any horse not pulling at carriage or a hearse.
Director of services Tony Larkin felt that, while it might be desirable to restrict the keeping of horses to those who held a licence, it would be practically impossible to enforce a by-law countywide.
